When procedure becomes a condition precedent: Türkiye's February 2026 urban regeneration amendment
The amendment published in Official Gazette No. 33158 of 4 February 2026 was discussed largely in terms of title annotations and security rates. The provision that carries weight in practice is Article 15: the owners' meeting is now regulated, and compliance is reviewed administratively before the construction permit issues. A litigation contingency becomes a scheduling risk, and the contract has to allocate it.
